Penang Institute was formerly known as Socio-Economic and Environmental Research Institute (SERI) and was established in 1997 as an independent non-profit Penang-based research institute with a focus on facilitating sustainable, continuous and balanced development for the state of Penang. In response to the new global challenges and domestic dynamics of the present, SERI underwent a transformation process in August 2011, which includes a change of name to the Penang Institute.
