Penang STEM Talent Blueprint: A Roadmap for Workforce Development
The Penang STEM Talent Blueprint outlines Penang’s vision and mission to develop a sustainable pipeline of highly skilled STEM talent to support its role as a global electrical and electronics (E&E) hub. Aligned with the New Industrial Master Plan (NIMP) 2030 and the National Semiconductor Strategy (NSS), this Blueprint addresses the critical need to build a robust STEM workforce capable of driving Penang’s and Malaysia’s economic growth.
By adopting the THRIVE principles (Transform, Hire, Retain, Invest, Value, and Enable), Penang aims to create a thriving STEM ecosystem. This Blueprint presents a comprehensive model for talent development, encompassing key enablers, action plans, and collaborative strategies among government agencies and industry players. By fostering strong partnerships, Penang seeks to implement effective policies and frameworks, which will position the state as a leading centre for STEM education, research, and innovation.
