About the Discussion

The Penang State Select Committee (PSSC) on State-Federal Relations of the Penang Legislative Assembly and the Penang Institute have collaborated this past year to identify challenges, opportunities, and proposals to bring about more equitable, efficient, and effective state-federal relations in Malaysia.

Our events have included organising jointly with the Konrad Adenauer Foundation a roundtable discussion on 21 May, 2026, that brought together healthcare policy-makers, professionals, and public administrators to exchange views on the most critical problems in the healthcare sector, and the best and realistic changes that need to be made to the system of state-federal relations to redress and resolve those problems.

On 11 June, 2026, the PSSC and Penang Institute held an inter-state forum that saw top state leaders, policy-makers, researchers, and bureaucrats coming together to discuss the steps that can be taken to improve the system of state-federal relations.

Focus of the Round Table

On July 30, 2026, the PSSC on State-Federal Relations, the Konrad Adenauer Foundation, and Penang Institute will together organise a closed-door round table discussion on the topic of social welfare. We hope to gather national and state social welfare administrators, policy-makers, practitioners, and researchers to identify how best to work toward a more efficient, equitable, and efficient state-federal system of social welfare.
