Where Penang’s economy was to go after losing the free port status that had sustained it since the late 18th century was ended in the late 1960s was the critical question to answer when the newly-established Parti Gerakan Rakyat took control over the state in May 1969. The new Chief Minister, Lim Chong Eu, founded the Penang Development Corporation (PDC) and charged it to plan and accomplish the socio-economic development of the state. With the PDC as his vehicle, the Chief Minister set about industrialising Penang and turning its fortunes around.
To help celebrate the 50th anniversary of the founding of the PDC—and incidentally the centennial year of the birth of Lim Chong Eu—Penang Institute and the PDC are jointly launching From Free Port to Modern Economy: Economic Development and Social Change in Penang, 1969-1990 (edited by Chet Singh, Raja Rasiah and Wong Yee Tuan, and published by Penang Institute & ISEAS) with a panel seminar. We are proud to have as panelists Dato’ Seri Chet Singh, the man who helmed the PDC during its first two decades, and Dato’ Mohd Bazid bin Haji Abdul Kahar, the General Manager of PDC.
